What's the difference between a local SEO tool and a regular SEO tool?

Regular SEO tools measure national or site-wide performance: keyword volume, backlinks, technical health, and average position across everywhere. Local SEO tools care about position at a specific place — how you rank in the Map Pack on a particular street corner, or in the blue links for someone searching from a given city. A national tool reporting 'average position 7' can hide the fact that you're invisible three miles from your own front door.

Do I actually need a geo-grid rank tracker?

If you depend on Google Maps for customers, yes. Map Pack rankings vary block by block, so a single position number for a whole city is close to meaningless — you can be first at your address and absent across town, which is where most of your potential customers are searching from.
